Hyderabad: The State Human Rights Commission has served notice on the GHMC to explain the reasons for the death of Zaki Abbas in an open drain near his home at Rein Bazaar on Saturday. SHRC secretary Justice D. Subramanyam directed GHMC commissioner B. Janardhan Reddy to submit a report by April 10.
It also served notice on the Southern Discom seeking a report on the electrocution of 11-year-old Omer Raza Pasha at Hashimabad. Former MBT corporator Amjedullah Khan, who filed a petition with the SHRC, said, the Moula Ka Chilla nala, where Zaki drowned, ran from Imlibun crossroads to Rehmatnagar. During the tenure of the then commissioner Chitra Ramachandran, the slabs covering the nalas got broken. A 2-feet iron mesh was installed and parapets constructed, he said.
The GHMC outsourced the job of cleaning the nala three months ago. They did not call for tenders to construct a wall or set up a fresh mesh. The assistant engineer should explain,” he said. Stung by criticism, Dr Janardhan Reddy and local MLA Mumtaz Ahmed Khan inspected the area. Dr Janardhan Reddy said the GHMC was planning to construct slabs on nalas.
Regarding the electrocution of 11-year-old Omer, the commission asked discom chief managing director Raghuma Reddy to submit a report April 10. Omer had accidentally touched a loose hanging 33KV electric wire at Masjid-e-Abdul Raheem at Hashimabad and died after seven days.
The petitioner, Mr Amjadullah Khan, alleged that the Chandrayangutta police did not book case against the discom despite it being a clear case of negligence of the department. He said the police had tried to dilute the issue by stating in the FIR that he was flying kites.
